City enters into agreement with DDMI for transition shelter
City To Enter Into Agreement with Diavik Diamond Mines Inc. (DDMI) for
Bailey House Transition Shelter
November, 2006
City Council has approved the City of Yellowknife to enter into an agreement with DDMI for the coordination of the Architectural and Design stage of the Bailey House, a new transitional shelter for homeless men. The planned capacity is for 30 men who are trying to make the transition from homelessness to self-sufficient independent living. Supports would be in place to assist these men to follow a personal development plan which will be aimed at reducing the physical, emotional, social and spiritual barriers that are keeping them from independent living.
Specific criteria will be developed for admittance and an admissions committee will include personnel and representatives from community agencies. Residents will be required to maintain a clean and sober life-style during their tenancy. A 6 month lease will be entered into with the possibility of 6 month extensions up to a maximum of 3 years in exceptional cases.
The Bailey House, named for Reverend Gordon and Ruth Bailey, will offer services beyond those offered at emergency shelters by assisting homeless male clients seeking to make the transition to permanent community residence.
The City of Yellowknife, as entity to the National Homelessness Initiative and Community Capacity Building Fund, is working as the funding/financial management agent (cost center) responsible for project accountability, eligibility, and processing claims. Diavik Diamond Mines Inc. (DDMI) is acting as project manager and financial controller of the demolition phase and will assume that role for the design and construction phases.
