Yellowknife Harbour Planning Committee
The Yellowknife Harbour Planning Committee was established on January 25, 2010. The purpose of the Committee is to facilitate the interests of the various governmental bodies to assist the City in the formulation of policies, concepts, and strategies as they relate to a regulatory framework and vision for the Yellowknife Bay extending from the southern edge of the city municipal boundary and the community of Dettah to the Yellowknife River including the Back Bay area.
- The Harbour Plan will investigate the feasibility of creating a regulatory authority to resolve inter-jurisdictional challenges for the management and control of activities in the Yellowknife Bay area in a safe, fair and responsible manner.

The Plan will build on past planning efforts by integrating waterfront development decisions and associated impacts on both land and water to provide a greater understanding of a range of planning and development issues in the Yellowknife Bay.

Tourism, recreation, and commercial development opportunities will be created based on sustainable development principles and an integrated analysis of factors relating to the economy, development, transportation, land use and zoning, and the environment.

The Plan’s success will be realized through broad stakeholder involvement and a process which mobilizes the public to understand, appreciate and support an integrated vision for the Yellowknife Bay area.

The Committee members will play a leadership role in developing and promoting this vision to ensure its sustainability and successful implementation. In addition to creating innovative solutions to challenging land use, development, and growth issues, the Committee will aim to promote authentic public engagement and transparency in its decisions.
The Committee shall more specifically assist by providing advice and input to the City on the formulation of the Plan which may include, but is not limited to, the following:

Review the relevant planning documents outlined in the Planning Context of Terms of Reference as well as other relevant legislation and material relating to the feasibility of establishing a Harbour Plan and Commission.

Review and provide feedback on the Request for Proposals Terms of Reference for required consulting services.

Review and provide feedback on policies, programs, concepts, strategies, and policies relating to environmental conservation, transportation, tourism and recreation, commercial development, floating homes, and waterfront access.

Participate and assist in organizing and promoting public participation components open houses, workshops, and media announcements.

Collectively or individually, without breach of committee confidentiality, solicit input from various sectors of the community or the public at large, and take a leadership role in promoting the objectives of the Plan.

Make recommendations, reached by the consensus of its membership, to the City of Yellowknife Council and Yellowknives Dene First Nation.
The Committee consist of seventeen (17) members appointed by City Council.
