The City of Yellowknife is proposing to build a new Aquatic Centre. 

A referendum to determine if the City can borrow up to $10,001,000 to finance the development of the Aquatic Centre took place on Tuesday, November 23, 2021, by mail-in ballot and voters supported the borrowing of funds. The results are as follows:

YES: 1857      NO: 735

A referendum was needed, under the Cities, Towns and Villages Act, which specifies the procedures that a municipality must follow in order to incur long‐term debt for the acquisition of capital assets.

Voter Eligibility

A person is eligible to vote if they:

  • Are a Canadian citizen;
  • Have attained 18 years of age; and,
  • Have resided within the municipal boundary of Yellowknife for 12 consecutive months immediately preceding the day on which they vote.
 Voters List

If you are uncertain whether you are on the Voters List, or would like to update your information, please complete an online enumeration form for you and your household. 

Voters must register to vote by October 23, 2021 in order to receive their ballot in the mail. Voters who register after this date will be required to attend a Voter Assistance Location to cast their ballot. 

 

Referendum to be Conducted by Mail-in Ballot

In order to maximize flexibility and ease of voting during COVID-19, the City will conduct the Referendum by Mail-in ballot. It is important that you ensure your information is correct on the Voters List as this information will be used to mail the ballot kit to you. The ballot kit will include instructions on how to complete the ballot, declaration form, secrecy envelope and a postage-paid envelope. Voters may return their ballot kit by return mail,  Drop Box at Yellowknife City Hall, or by bringing it to a Voter Assistance location on November 23, 2021. 

*All ballots must be received no later than 7:00 p.m. on November 23, 2021. Ballots received after that time will not be counted.

 Voter Assistance Locations

There will be two Voter Assistance Locations on November 23, 2021:

  • Multiplex
  • Tree of Peace

A voter requiring assistance with their ballot kit, or who has not received a ballot kit, may attend one of the Voter Assistance Locations to vote.

 Voting Hours
Voter Assistance Locations will be open from 10:00 a.m. to 7:00 p.m. on November 23, 2021.
The Ballot Question
Voters will be asked if they approve of the City of Yellowknife enacting By-law No. 5044, a by-law authorizing the City to acquire debt on the security of new debentures of which may be borrowed sums not exceeding $10,001,000 for the purpose of financing the cost of building a new Aquatic Centre.
Yes / No Vote
A question submitted to the Voters is decided by the majority of those who vote on the question.
Students

Students living temporarily outside of Yellowknife to advance their education, and who meet all of the eligibility requirements, maintain their status as an eligible voter and can request a proxy voter application from the Returning Officer at City Hall. 

Proxy Voting
Anyone not able to vote by mail-in ballot, or in-person on November 23, 2021, may request a proxy voter application from the Returning Officer at City Hall.  A proxy voter is an eligible voter who will vote on your behalf. The deadline to apply is 3:00 p.m. on November 18, 2021.  Email cityclerk@yellowknife.ca for more information.

FAQ's
  1. Can a Permanent Resident vote in the Referendum?  No, to be eligible to vote in the Referendum you must have your Canadian citizenship.
  2. Is there a minimum number, or percentage, of Voters required to vote in the Referendum?  No, the outcome of the Referendum will be based on how many Yes votes and how many No votes there are.
  3. Do I have to put my initials on the back of the mail-in-ballot?  No, do not write your initials on the ballot, that is for use at the Voter Assistance Locations.
  4. I put an X on my ballot instead of filling in the oval, did I spoil my ballot?  No, your ballot is not spoiled as long as your mark is within one oval and does not cross the other oval.
  5. I'm worried that I spoiled my ballot, what should I do? Take your ballot to a Voter Assistance Location on November 23, 2021 and they will confirm whether it is spoiled.  If it is spoiled they will issue you a new ballot. If it is not spoiled they will accept it from you.
