The City of Yellowknife, in agreement with Housing, Infrastructure and Communities Canada, is the Community entity (administrator) that receives funding from the Government of Canada's Reaching Home program, and acts on behalf of the Yellowknife Community Advisory Board (CAB) on Homelessness.

Veterans Homelessness Program (VHP) - Call for Expressions of Interest

The Veterans Homelessness Program (VHP) will accept funding applications from qualified non-governmental organizations (NGOs) from February 2, 2026 to February 12, 2026 to deliver programming that strengthens housing stability, wellbeing, and long-term outcomes for Veterans who are experiencing or at risk of homelessness.

The City values trauma-informed, culturally appropriate, and outcomes-focused approaches that recognize the unique experiences of Veterans and respond with dignity and respect.

Who Should Apply
Non-governmental organizations with demonstrated experience supporting the following populations are strongly encouraged to apply:

  • Veterans
  • People experiencing homelessness or housing instability
  • Individuals facing complex or intersecting vulnerabilities

Program Scope
Successful applicants will be expected to design and deliver programs that align with federal VHP directives and may include, but are not limited to:

  • Case management and wrap-around supports
  • Mental health and wellbeing services
  • Employment, training, or skills development
  • Social connection and community reintegration
  • Housing supports and referral pathways

To Submit an Expression of Interest
Expressions of Interest must include:

  • A brief overview of the organization
  • Relevant experience and expertise
  • A detailed description of the proposed program or service model, including timeline and budget
  • Contact details for a primary organizational representative

Submissions must be received no later than February 12, 2026, at 12:00 pm (noon) and sent electronically to: homelessness@yellowknife.ca

Shortlisted applicants may be invited to participate in further discussions and to present at a future meeting of the Community Advisory Board for Homelessness.

Community Advisory Board (CAB) on Homelessness
CAB members work toward realizing the Community Plan on Homelessness, identifying and recommending projects to receive funding to help reduce and prevent homelessness. Council established the Yellowknife Community Advisory Board (CAB) on Homelessness and adopted the Terms of Reference on April 28, 2014. Housing Services

If you need Housing and Shelter Support, several agencies in Yellowknife can assist.

 

Under the Coordinated Access System, Access Points are designated service locations where individuals and families experiencing homelessness or housing instability can be assessed and referred to appropriate housing and support services.

The following locations serve as Access Points in our community:

  • The Salvation Army
  • Yellowknife Women’s Society
  • YWCA NWT
  • Home Base (youth-specific access point)
The Community Plan on Homelessness

Each year communities have the opportunity to update their Homelessness Partnering Strategy (HPS) Community Plan. This includes updating Yellowknife’s current situation and progress made towards meeting the priorities. 

Priorities in Yellowknife's current Reaching Home Community Plan 2024-2028:

  1.  Housing services
  2.  Prevention and shelter diversion
  3.  Client support services
  4.  Capital investments
  5.  Coordination of resources and data collection

The current Reaching Home contribution agreement with the City of Yellowknife spans from April 1, 2024, to March 31, 2028.
