Community Advisory Board on Homelessness

Council established the Community Advisory Board (CAB) on Homelessness and adopted the Terms of Reference on April 28, 2014. The purpose of the CAB is to assist the City in an advisory capacity regarding homelessness issues within the municipal boundaries of the City of Yellowknife.  The role of the CAB is to:

  1. Develop a Community Plan adopted by City Council, for submission to the Federal Government for approval.
  2. Manage the Homelessness Partnering Strategy funding process by ensuring:
    1. compliance with the HPS program eligibility and Community Plan;
    2. projects are aligned with the Federally approved Community Plan priorities;
    3. project feasibility, value for money and sustainability are endorsed; and
    4. an annual review of the Community Plan.

The Homelessness Partnering Strategy Community Plan 2014 - 2019 has been approved by the Federal Government.  For annual updates please visit our Homelessness Page.  
 
The Community Advisory Board on Homelessness shall consist of members appointed by Council and shall include the following voting members:

  1. The Mayor of the City of Yellowknife - ex-officio, voting member;
  2. One (1) Member of City Council;
  3. One (1) representative from an Aboriginal Organization;
  4. One (1) representative from a Yellowknife sheltering agency;
  5. One (1) representative from an organization serving Persons with Disabilities;
  6. One (1) representative from an organization serving Youth;
  7. One (1) representative from an organization serving Seniors;
  8. One (1) representative from a Yellowknife Business;
  9. One (1) representative from the Department of Health and Social Services with a Clinical Mandate.

Members from the following Government of the Northwest Territories (GNWT) Departments will be appointed to the CAB in a non-voting advisory capacity to provide information, make presentations or clarity on various programs or issues:

  1. Yellowknife Area Health and Social Services Authority;
  2. Department of Education, Culture and Employment;
  3. Department of Justice; and
  4. One (1) representative from the Department Responsible for Homelessness within the Government of Northwest Territories.

 A member of City Administration shall provide administrative support to the CAB.
