The City of Yellowknife (the “City”) and PSAC Local X0345 – Municipal Enforcement Officers (the “Union”) returned to the bargaining table with the assistance of a federally appointed Conciliator on September 9-10, 2025.  The City is disappointed to confirm that the Union chose to end conciliation on September 12, 2025 after rejecting the City’s final offer and the 21 day cooling off period has commenced.   The City is also aware that the Union conducted a strike vote, which passed in favor of strike action.  However, no legal work stoppage can occur until the 21 days have expired.       

 

The City has offered a fair deal, including significant wage increases totaling 18% over four years:

2024 – 5.5%
2025 – 5.5%
2026 – 3.5%
2027 – 3.5%

 

In addition to wage increases, the City’s most recent proposal included:

    1. An increase to shift differential from $1.75 to $2.50 per hour.

    2. Two additional hours of paid casual leave per month.

    3. Introduction of a new day of paid Indigenous Leave.

    4. Increase to footwear allowance.

    5. Increase to parental leave top-up allowance

    6. Letter of Understanding with a commitment from the Employer to research classification options for positions within the bargaining unit prior to the next round of bargaining.

 

This package represented a comprehensive and competitive offer that addressed both monetary and non-monetary priorities identified by the Union.

 

The City is committed to working with the Conciliator to negotiate a collective agreement that is fair, respects the important role first responders play in Yellowknife, and is affordable for Yellowknife’s residents and businesses.  The City remains available and ready to resume bargaining during the 21-day cooling off period.
