Anyone wishing to speak at a City Council meeting about an item already set out on an agenda may request to do so up to noon on the day of the meeting by contacting the Office of the City Clerk at (867) 920-5602 or by emailing @email and providing their name(s) and the general nature of the presentation.
The presentation is limited to five minutes, plus Q&A and all supporting materials must be provided to the City Clerk for distribution with the agenda. If they are not provided in advance for the agenda, they cannot be presented or discussed during the meeting.

Step 1: Be Clear on What You Want
Before anything else, define:
- Your issue or concern (e.g. zoning, roads, housing, by-law enforcement, services)
- What you want Council to do (approve, change, delay, fund, or review something)
- Keep it focused on one main issue, as you only have 5 minutes to make your presentation.

Step 3: Prepare Your Presentation
Council presentations are short and structured and typically have a time limit of 5 minutes.
Following is a sample outline:
- Introduction (30 seconds)
- Your name
- Why the issue matters to you
- The Issue (2 minutes)
- What is happening
- Where and who is affected
- Stick to facts and lived experience
- Your Request (1–2 minutes)
- Clearly say what action you want the Council to take
- Closing (30 seconds)
- Thank Council
- Offer to answer questions

Step 4: Attend the Council Meeting
On the day:
- Arrive early
When it’s your turn:
- Speak clearly into the microphone
- Address remarks to Council as a whole, not individual Councillors
- Stay respectful

Step 5: Answer Councillors’ Questions
After your presentation:
- Councillors may ask questions
- Answer honestly and briefly
Council Response
Once a presentation is received, Council may respond by:
- Making a decision later in the meeting, if it is a matter of an item on the agenda
- Taking no further action
- Referring the matter to staff or the appropriate Standing Committee for review
- A Council Member providing a ‘Notice of Motion’ directing a specific action during the meeting
