Administrative Monetary Penalty System

Beginning September 1, 2022, the City of Yellowknife has implemented the Administrative Monetary Penalty System (AMPS).  AMPS was approved by City Council through the Administrative Monetary Penalty System By-law No. 5054.

The registered owner, in the records of the Registrar of Motor Vehicles, of a vehicle who receives a Penalty Notice (parking ticket) and wishes to contest the administrative penalty will no longer go through the court process.  Instead, the registered owner has the option of requesting a review of the Penalty Notice by a Screening Officer.  The Screening Officer can uphold the Penalty Notice and the administrative penalty amount, reduce the amount, or cancel the Penalty Notice on grounds as outlined in By-law No. 5054.

If a Screening Officer upholds or reduces a administrative penalty amount, the registered owner then has the additional option of requesting an Adjudicator review the Screening Officer's decision.  The Adjudicator can uphold, reduce, or cancel the penalty in accordance with By-law No. 5054.   The decision of an adjudicator is final and is not open to appeal.

All current payment methods will remain the same.

Early Payment of a Penalty Notice
You will receive an early payment discount if paid within 14 calendar days of the Date of Issue noted on the Penalty Notice. The Penalty Notice will indicate the full amount of the penalty and the early payment discount amount.
Paying a Penalty Notice
  • You may pay online;
  • You may pay over the phone by calling (867) 920-5630;
  • You may pay in person at City Hall at the Municipal Enforcement Office located at 4807 52 Street in Yellowknife using cash, debit, or credit. Alternately you may use the quick payment drop box at the lower City Hall doors for money order/bank draft only; or
  • You may mail payment to: City of Yellowknife, Box 580, Yellowknife, NT, X1A 2N4
 Requesting a Review by a Screening Officer

If as the registered owner of a vehicle you receive a Penalty Notice, the period within which you must pay the administrative penalty or request a review by a Screening Officer is 30 days after the Date of Issue on the penalty notice.  A Screening Officer can uphold a penalty, reduce a penalty, or cancel a penalty.

To submit a request for review, first you must complete the prescribed form.  Once the form is completed it may be delivered by mail, in person, or by email to AMPS.  Any general requests without a submission of the prescribed form will not be processed.

After your Penalty Notice is reviewed by a Screening Officer you will receive a copy of the written reasons for the Screening Officer's decision accompanied by a Notice of Decision.

If you have not responded to the penalty notice with payment or a request for review within the 30 day period, the City will deliver a final notice to you indicating the amount of the administrative penalty owing and how and when it must be paid.

 Requesting a Review by an Adjudicator

If your Penalty Notice was upheld or reduced you will receive a Notice of Decision that you must, within 14 days of receiving the decision, pay the administrative penalty, pay the reduced amount, or request a review by an Adjudicator.  A person cannot skip the screening officer review and go directly to adjudication.

To submit a request for adjudication, first you must complete the prescribed form.  Once the form is completed it may be delivered by mail, in person, or by email to AMPS. Any general requests for adjudication or challenging the Screening Officer's decision will not be processed.

Once processed the registered owner will be contacted to set a date for an adjudication hearing and the Adjudicator may contact you for more information. An Adjudicator can uphold, reduce or cancel a Penalty Notice. An Adjudicator's decision is final and cannot be appealed.
