Administrative Monetary Penalty System

Beginning September 1, 2022, the City of Yellowknife will implement the Administrative Monetary Penalty System (AMPS). AMPS was approved by City Council through the Administrative Monetary Penalty System By-law No. 5054. 

People who receive a Penalty Notice (parking ticket) and wish to contest it will no longer have to go through the court process. Instead, people who are issued a Penalty Notice have the option of requesting a review of the Notice by a Screening Officer. The Screening Officer can uphold the Notice and penalty amount, reduce the penalty amount or cancel the Notice on grounds outlined in By-law No. 5054. 

If a Screening Officer upholds or reduces a penalty amount, people also have the option of having an Adjudicator review the Screening Officer's decision. The Adjudicator can uphold, reduce or cancel the penalty in accordance with By-law No. 5054. 

All current payment methods will remain the same.

Early Payment of a Penalty Notice
You will receive an early payment discount if paid within 14 calendar days of the Date of Issue noted on the Penalty Notice. The Notice will indicate the full amount of the penalty and the early payment discount amount.
Paying a Penalty Notice
  • You can pay online;
  • You can pay over the phone by calling 920-5630 or 920-5600;
  • You can pay in person at City Hall at the Municipal Enforcement office using cash, debit or credit, located at 4807 52 Street, Yellowknife, NT or you can use the quick payment drop box at the lower City Hall doors (money order/bank draft only); or
  • You can send payment to: City of Yellowknife, Box 580, Yellowknife, NT X1A 2N4

 Requesting a Review by a Screening Officer
If you receive a Penalty Notice, you can request a review of it by a Screening Officer within 30 days of the Date of Issue: noted on the notice. A Screening Officer can uphold a penalty, reduce a penalty or cancel a Penalty Notice. To make a request for review, you can do so in writing by filling out a prescribed form and delivering it by mail, in person or by email at AMPS. If no response is received, you will receive a Final Notice, if payment is not made or no request for review is received within 30 days of the Final Notice, the full amount of the penalty is due immediately. 
 Requesting a Review by an Adjudicator

If your Penalty Notice was reviewed by a Screening Officer you will receive a Notice of Decision. Along with this Notice, you will receive information on requesting a review by an Adjudicator if your Penalty Notice was upheld or reduced. Requests must be made in writing by filling out the following form and delivering it by mail, in person or email to AMPS. You will be contacted to set a date for a hearing and the Adjudicator may contact you for more information. An Adjudicator can uphold, reduce or cancel a Penalty Notice. An Adjudicator's decision is final and cannot be appealed.
