Water and Sewer Construction

This year one street is scheduled to receive water and sewer upgrades and repairs. This work is often a temporary inconvenience but necessary to maintain the City's infrastructure. 

The information below is intended to inform and help residents navigate this summer’s water and sewer construction project.  

Water and Sewer Construction Projects/Construction Map(s): 



June 5, 2020: Starting June 5th, work will be occurring at the intersection of 48th Street and School Draw as part of the 2020 Water and Sewer project. A lane closure will be required to complete this work, flaggers and signs will be in place to direct traffic until work is completed. Please follow traffic controls and signage in place. 

June 1, 2020: Starting June 1, 2020, 54 Avenue will be closed to through traffic between 49th Street and School Draw Avenue and 48 Street. Local access will be maintained. This work is scheduled to run from June 1 through September 15, 2020. Please follow the traffic controls and signage in place.

The 2020 Water and Sewer Upgrade will include replacement of watermain, sanitary sewer piping and residential services on 54th Avenue from 49th Street to School Draw Avenue. 


The work in the area will begin with asphalt removal along the entire work zone, followed by connection of temporary water services and underground water and sewer construction. During this time all roads in the area will be local access only. Once underground work begins, access to your property may be limited to pedestrian access only, requiring vehicles to be parked elsewhere. While your driveway access is restricted, streets surrounding the construction areas can be used for temporary parking. The workers on site will inform you when your driveway access will be restricted and once your driveway access has been restored.  We ask that all residents follow the signs in place and the direction of the workers on site.

During the construction, it will be necessary for the consultant, City Staff, contractor and sub-contractors to have access to your residence in order to upgrade your water service.  Please contact should special circumstances be involved, for example if you are planning to move or be away during the construction period, so necessary arrangements can be made to obtain access.  With the COVID-19 restrictions, the City is working with the GNWT to ensure this work can be done in a safe manner.

Depending on the condition of the water and sewer service to your home, one of the following construction activities will occur to the residence you live in:

  1. Your entire water and sewer service will be replaced (including circulation pump);
  2. Only your water service will be replaced (includes replacement of both water lines and the circulation pump);
  3. Only your sewer service, or a portion thereof, will be replaced; or
  4. Your service will not be replaced, and only minimal work will occur to connect your service to the newly installed water and sewer mains.

In addition to the above work, all residences will have new ECM circulation (circ) pumps installed as part of a pilot project in partnership with the Arctic Energy Alliance.  ECM pumps have been proven to use less power than the standard circ pumps and are able to run at a much lower setting in order to provide the same freeze protection for your water service.  Information regarding the ECM pump will be provided at the time of installation.
