1. Request a Review by a Screening Officer
If you receive a Penalty Notice and think it may be wrong, you may request a review.
- You must do so in writing by filling out the online form for submission and submit within 30 days of the ticket’s issue date or receiving a Final Notice
- A Screening Officer will review your submission and may uphold, reduce, or cancel the ticket on any grounds permitted in the by-law
- If a Screening Officer decides to uphold, reduce, or cancel a ticket amount, the person to whom the Penalty Notice is issued will receive confirmation of the review and a notice of their options within 14 days
- The person to whom the Penalty Notice is issued may request that an Adjudicator review the Screening Officer’s decision if they are not satisfied with the Screening Officer’s decision
2. Request a Review by an Adjudicator
- If the Screening Officer upholds or reduces your ticket and you still disagree, you can request a second review with an Adjudicator
- This must be done within 14 days of the Screening Officer’s decision
- The City’s adjudicator will schedule an adjudication hearing
- The Adjudicator’s ruling is final and cannot be appealed further
Note: The appeal process to contest a Penalty Notice is handled under the City’s Administrative Monetary Penalty System (AMPS), and not through the territorial courts.
